TANZANET JOURNAL
Published twice a year by the Tanzanet-online Organization

Tanzanet Journal (ISSN:1650-108X) is an official publication of TANZANET - The Tanzanian Electronic Networking Community, www.tanzanet.org  It contains refereed papers and abstracts describing results of research that elucidate all things Tanzanian.  It is published every six months, one volume per year, two issues per year (June and December).

Tanzanet Journal Terms of Reference

PREAMBLE:

The Tanzanet Journal was established to promote interdisciplinary research on Tanzania, with particular interest in information technology issues that impact the East African nation. Similar to other scholarly journals, our goal is to promote dialogue among Tanzanians, and other scholars of Tanzania, in a way that furthers theoretical debates while remaining relevant to the needs of the Tanzanian people. Since this journal will be on-line, the articles included in each issue will be available to all who have access to basic, web-based technologies, and they will be published in a timely manner.

Tanzanet Journal also seeks to contribute toward the sharing of scholarly discourse across continents, between African countries, and throughout mainland Tanzania and Zanzibar. Since the ongoing process of intellectual inquiry is enhanced by the sharing of diverse, and sometimes divergent perspectives, we welcome constructive comments about how to improve this new journal, and make it interesting, provocative, and, most importantly, relevant to all of our readers.

THE BILL ON TANZANET JOURNAL TERMS OF REFERENCE:

(1) The Tanzanet Journal Editorial Board will consist of interested professionals who will use their skills to achieve the Journal objectives. The tanzanet journal editorial board will include one General Editor, 25 Associate Editors, and three Technical Editors. (these numbers are not final and are subject to change). There will be volunteer reviewers whose names and addresses will be kept by the Associate Editors.

(2) There will be a Tanzanet Journal Advisory Board whose members shall be not less than five and not more than seven. Board members will be elected by the tanzanet General Membership and will serve for a period of two years. To enable continuity, their election will be staggered.

(3) The Advisory Board of the Journal shall, on behalf of the Organization appoint the General Editor, and Associate Editors. The General Editor is mandated to choose three amongst the 25 associate editors who will be subjected to approval by the advisory board.

(4) The General Editor and Associate Editors shall serve in that capacity for a period of three years and they maybe re-appointed.

(5) The General Editor and Associate Editors together may decide to invite Guest Editors to enable publication of special issues of the Tanzanet Journal.

(6) The General Editor will delegate powers to the Associate Editors as he/she finds fit to allow manuscript reviewers. The Associate Editors will contact at least three reviewers of manuscripts assigned to her/him by the General Editor. All manuscripts must be reviewed and returned to the Associate Editor within a reasonable time period. The Associate Editor will forward her/his recommendations on manuscript disposal to the General Editor within a short period possible agreed by all parts involved and soon after receiving the reviewer's recommendations. The General Editor and Associate Editors will see to it that Greater Scholarly community should be involved and consulted in the reviewing process.

(7) The TANZANET Journal editorial team shall be tasked with releasing at least 1 issue per year, depending on the number of submitted manuscripts.

(8) The TANZANET Journal Editor & Associate Editors shall determine the main theme of the issue.

(9) Papers for the journal may be submitted in English or Kiswahili. Authors of papers in other languages shall be required to translate the documents to one of the two official TANZANET Journal languages prior to submission.

(10) Once a manuscript is accepted for publication, the author will sign an electronic letter containing their email address relinquishing ownership of the paper to the journal. The Tanzanet journal will maintain ownership and all rights for reproductions in any form. All requests for reproductions should be forwarded in writing to the General Editor and a copy to the Advisory Board.

(11) Tanzanet Journal will also consider the goal of attracting more scholarly contributions from Tanzanian, (and Africans) scholars from the continent.

(12) Tanzanet Journal will have a platform for younger scholars and grad students who submit their work (in Africa and beyond), the editors should also be entrusted to mentor or identifying a mentors in a process to stimulate research and scholarly contribution from young scientists.
